ABOUT THE AUTHOR/EDITOR

Thomas B. Riley has been specializing in government information policies internationally for the past thirty years, as a researcher, writer and public interest activist. In the past decade he has written extensively about the impacts of new information technologies and the Internet on government and society overall. He heads up his own company in Ottawa, Canada, Riley Information Services Inc. The company presents conferences and seminars on information issues relating to the new information technologies. The company also offers consulting and research services. Tom Riley has spoken in many countries around the world. He is currently a Visiting Professor, Law and Technology, at the University of Glasgow and a co-founder and Chief Executive of the Commonwealth Centre for Electronic Governance.
